Overview

APT Management Services Pty Ltd, a wholly owned subsidiary of APA Group, is proposing to construct, commission, operate and decommission a subsurface high-pressure gas pipeline and associated aboveground infrastructure, extending approximately 622 kilometres (km) from the Beetaloo Sub-basin gas fields to the Northern Territory (NT)/Queensland (QLD) border near Camooweal.

Key components of the proposed action include:

  • a high-pressure buried gas transmission pipeline
  • construction right-of-way up to 45 metres (m) wide
  • installation of associated aboveground infrastructure (compressor stations, access tracks) and cathodic protection system
  • supporting temporary construction infrastructure including accommodation camps, workshops, offices, pipe and material laydown areas, borrow pits, and water storage structures.

The proposed action would result in a construction disturbance footprint of approximately 4,703 hectares (ha) and an operational footprint of about 409 ha. Disturbed areas not required for operation (4,294 ha) would be progressively rehabilitated following commissioning. The pipeline is expected to operate for approximately 40 years.

Why we are consulting

Your feedback plays an important role and will be considered by the NT EPA in deciding whether the proposed action requires environmental impact assessment, and if so the required method of assessment.

Consultation helps the NT EPA and proponent to identify issues of concern and potential effects, as well as get feedback from stakeholders on project options or potential mitigation measures.

Statutory notice (17 September 2026)

The NT EPA invites public comment on a referral for standard assessment submitted by APT Management Services to construct, commission, operate and decommission a subsurface high-pressure gas pipeline and associated aboveground infrastructure, extending approximately 622 kilometres from the Beetaloo Sub-basin gas fields to the NT/QLD border near Camooweal.

The referral documents can be inspected and obtained below. Interested persons may make a submission by 15 October 2026. The NT EPA publishes this notice in accordance with regulation 52(1) of the Environment Protection Regulations 2020.

In accordance with section 281(2)(b) of the Environment Protection Act 2019, the Cultural Heritage Desktop Assessment (Appendix G) that forms part of the referral information for the North to East Australia Pipeline Stage 1 has been partially redacted to remove reference to culturally sensitive information.
