Proponent: Department of Infrastructure, Planning and Logistics

Overview

The Department of Infrastructure, Planning and Logistics (DIPL) proposes to develop the Holtze Development Area (proposal), an urban development of 202 hectares (ha) of land approximately 1.8km north of the Palmerston central business district in the Litchfield local government area.

The proposal includes:

  • land clearing of approximately 116 ha of native vegetation
  • construction of enabling infrastructure (sewerage, water supply, power, communications, roads and drainage infrastructure)
  • subdivision for residential, commercial, public space and community development purposes
  • development of the Holtze land release, Territory reserve parcel, Palmerston Health Precinct and future urban development.

Statutory notice (4 January 2023)

The NT EPA published a statutory notice on 4 January 2023 inviting public comment on a referral for standard assessment submitted by DIPL to develop the proposal.

Interested persons were invited to make a submission by 1 February 2023. The NT EPA published the notice in accordance with regulation 52(1) of the Environment Protection Regulations 2020.

Stage 2: Assessment

Assessment by referral information

Stage 3: Assessment completed

NT EPA notice

Statutory notice (27 July 2023)

The NT EPA provided its assessment report and draft environmental approval to the Minister for Environment, Climate Change and Water Security on 24 July 2023, under sections 64 and 65 of the Environment Protection Act 2019.

The assessment report and draft environmental approval may be inspected and obtained above.

The NT EPA publishes this notice in accordance with section 67 of the Environment Protection Act 2019.

Once the Minister for Environment, Climate Change and Water Security’s decision is made, it can be viewed on the Department of Environment, Parks and Water Security website.
